English Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Sales

Medway Council in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to raise local levies next spring to address the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but some of these take time to achieve both better provisions and financial savings,” said a council leader.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of regional authorities recently also found local finances being strained by the increasing figures of children and adults needing Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only one key city is among the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
