Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from different nations. Immense energy is allocated on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to counter approaching guided weapons roared overhead – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Soon after, a automatic firearm fired at a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and utility failures in many homes as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a assumption understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration presumes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not change more in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but averting a total frontline collapse until situations evolve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
